Diana M. Conti
President
Executive Director, Parca in San Mateo
Diana has more than twenty-five years experience managing organizations and has managed public and private revenues as well as fee for service businesses. Diana has extensive experience working with national, state and local government agencies, and is an active member of numerous boards and advisory groups. Diana has been the Executive Director of Parca since 2000, an agency that provides services for developmentally disabled children and adults including independent living skills counseling, residential programs, family support and advocacy, childcare, recreation, and training.
Adrian C. Rodelo
Vice President
Senior Asset Manager, National Equity Fund
Adrian C. Rodelo has held the role of West Bay Housing’s Vice President for two years and served on the Board for three years. Adrian is the Senior Asset Manager of the Northern California portfolio for the National Equity Fund (NEF), the country’s largest non-profit syndicator of tax credits. He is responsible for the preservation of NEF’s investment of over $315 million in equity and provides development oversight, operation management analysis, risk mitigation, and asset stabilization services. Adrian also provides technical assistance to the non-profit community development corporations NEF utilizes in its partnerships. Prior to joining NEF in 2000 Mr. Rodelo served as Asset Manager for the Hollywood Community Housing Corporation in Los Angeles.
Rita B. Dela Cruz
Treasurer
Audit Principal, Lindquist, von Husen & Joyce
Rita Dela Cruz is an Audit Principal at Lindquist, von Husen and Joyce, one of the largest local public accounting firms in the San Francisco Bay Area. Rita has extensive experience in the audit of affordable housing partnerships and developers, not-for-profit social service organizations and community development financial institutions, private foundations and for-profit real estate organizations. Prior to migrating to the US in 2001, Rita had fourteen years of experience with both a national auditing firm and other private industry companies.
Debby Lesser
Parent/Marketing Manager, Half Moon Bay
Debby is the mother of a sixteen-year-old son with Fragile X Syndrome. She is on the board of directors of the Northern California Fragile X Association. Debby is active in the group that is pursuing a development of the Big Wave Community in Half Moon Bay for developmentally disabled adults. She is also a charter member of Integrated Housing Options Coalition, and prior to that she served for six years on the board of directors of the Golden Gate Regional Center. Debby has a bachelors degree in Photography from the San Francisco Art Institute and a masters in photography from Yale University. Currently she works near home in Half Moon Bay for the Wildlife Association, a sanctuary and environmental education organization.
Bruce Oka
Access Consultant, Americans with Disabilities Act
Bruce Oka has over 40 years of experience in the field of disabled rights advocacy. A San Francisco native, he received his BA and MS degrees from San Francisco State University. His clients include Hyatt Hotels, the San Francisco Paratransit Broker, and the San Francisco Municipal Railway. He has served on numerous boards of directors and brings to West Bay a thorough knowledge of accessibility and civil rights.
Dave Coury
Executive Director, Marin Continuum of Housing and Services
Dave Coury is Executive Director at Marin Continuum of Housing Services, a collaborative vehicle for coordinating and creating effective change and for improving and increasing housing and services for low-income and homeless people in Marin. Dave is an established housing advocate in Marin County and is dedicated to helping all members of our community in need of housing.
Barry Benda
Vice President, Chief Operating Officer, Lifehouse
In 2008, Barry Benda became the Vice President and Chief Operating Officer at Lifehouse, a non-profit agency providing an array of services for people with developmental disabilities. Prior to joining Lifehouse Barry spent 29 years serving Golden Gate Regional Center. During his tenure and as Chief of Community Services, Barry played an instrumental role in coordinating West Bay’s primary developments and was the mastermind of our successful Housing Services Department. As one of our founding board members and Regional Center experts Barry Benda continues contributes to West Bay Housing.

Bill joined West Bay in November 2007. His nonprofit affordable housing expertise was recognized through his work with Christian Church Homes as Project Manager and Director of Development. From 2000 to 2007, he successfully secured nearly $200 million in HUD, tax credit, state, local and private financing in support of affordable housing projects, including both new construction and acq/rehab.
David Brigode
Senior Project Manager

David has over 33 years of experience in affordable housing specifically in the development, project management, construction, property management, and implementation of supportive housing and programs in San Francisco, Alameda, and Sonoma Counties, serving homeless families and individuals, people with mental disabilities, transitional age youth, and clients in recovery. David has worked in the areas of public policy, community outreach, and educational advocacy concerning affordable and supportive housing as well.
Ping Chan
Associate Project Manager

Ping Chan graduated from University of California Davis with a degree in Urban Planning and Development. In 2006, Ping became an Alumna of California Coalition for Rural Housing Internship Program for Diversity in Non-profit Housing and community development. As Associate Project Manager, Ping Chan assists staff with all aspects of development and related housing services.
Mathew Omelagah

A graduate of Columbia University School of Social Work, Matt joined the West Bay team in June 2008. Prior to coming onboard, Matt was a Community Resource Developer at Golden Gate Regional Center working on the Bay Area Housing Plan (BAHP). Matt oversees both our Golden Gate Housing Services Programs and our Scattered-Site Master Leasing program with the city and county of San Francisco.
Devin L. Pennix

Devin joined the West Bay Team in October 2008. Working in the Housing Services Department as a Housing Coordinator, Devin’s role is to help clients find affordable living in San Mateo, San Francisco, and Marin Counties. Through great relationships, detailed housing searches and the occasional clever negotiation Devin’s been able to help many clients achieve their housing goals and live independently.
Tyler Fong

Tyler is a housing coordinator. Tyler holds a Bachelor of Sociology from the University of California, Santa Cruz. Prior to joining West Bay, Tyler worked HOPE Services in Santa Cruz where he was a community living services coordinator. In that role Tyler supervised case managers to ensure quality services for people with developmental disabilities.
David Andrade

David joined West Bay Housing in April, 2009. For over 10 years as a real estate agent, David has successfully served hundreds of homebuyers and sellers, landlords, renters, and real estate investors. David started his real estate career in downtown Chicago serving as an Assistant Property Manager for a medium-sized property management company that managed 22 multi-family and mixed-use buildings. Less than 2 years later, David was promoted to Leasing Manager, where he was solely responsible for the marketing and leasing of a 1,200 plus unit portfolio for 3 years. David lives in San Francisco and maintains an insightful knowledge of San Francisco’s ever-changing real estate market. WBHC is pleased to make full use of David’s local expertise and real estate agent experience in networking with the local real estate community to secure property to house the special-needs population we serve.

Nelly joins the Housing Services Department with four years of experience in residential property management and leasing bringing knowledge in fair housing laws, and all aspects of property management, administration, occupancy control, and tenant/resident relations. In addition to property management, she assisted in creating new marketing plans, conceptualizing marketing ideas, and tracking market and traffic trends. With West Bay Housing, she is dedicated to progressively working towards the company’s mission and adding value to services provided to the people we serve.
Nelly earned her bachelor’s degree in Marketing and Business Administration from San Jose State University.
Jazmin Breaux

Jazmin graduated from Cal State Long Beach University with a B.A. in Sociology and a concentration in deviant behavior and social control in 2006. Prior to joining West Bay Housing in 2008, Jazmin worked as a Homeless Case Manager for the City of Long Beach. Jazmin’s experience of working with disadvantaged populations has been an important contribution to the housing services department. In conjunction with working at West Bay Housing, Jazmin will begin her MSW at Cal State East Bay this fall.
Matt Mollica

Matt received his BS in Business from Northeastern University in 2004. He has over five years of experience in the Mental Health Field. Before joining West Bay Housing Corp. Matt was an Assistant Treatment Manager at Edgewood Center for Children and Families in the City of San Francisco. Matt has shown that he can successfully communicate with underserved populations in San Francisco to ensure that they have the best chance to thrive in their communities. Matt is an avid sports fan and loves the Patriots, Celtics and Red sox’s.
Renee Escalante
Operation Managers

Renee manages West Bay’s office administration and property management. Her responsibilities include coordinating human resources- payroll, benefit administration, and accounting assistance. Renee is also responsible for supervising property maintenance and contracted repairs, adhering to fair housing laws, and sustaining the integral quality of West Bay’s housing portfolio. Renee holds a bachelors degree from St. Mary’s College, Moraga, CA.
Brad Pence, CPA
Accountant
Brad operates his own accounting firm that specializes in non-profit organizations and the construction industry. His clients include (among others) Parca, the C. G. Jung Institute, the Children’s Theater School, and the Society for Asian Art, plus a number of small contractors. His Bachelor’s Degree and Masters in Business Administration are from San Francisco State University.
